Imagine if Gurren Lagann had no more fighting after they skip to the future. They defeat Genome in episode 15 or 16, and then for the rest of the series, its just politics and they never fight again. They never fight the anti-spirals and the conclusion of the series is Simon realizing he isn't cut out for politics and resigning.
That would piss off everyone who enjoyed the first half since they were probably expecting more like it in the second. Haruhi chronologically has a few bumps of action after the 6th ep, but nothing that trumps it. The viewer would probably feel like they've seen all there is to see and lose interest before making it to the last episode. And if they did hold on to the series waiting for something big to happen again, all that they would get from it is an episode where it rains all day, they do something with the AC, and they walk home. I'm pretty sure the director knew what he was doing when he said "Hey, lets make sure the most dynamic and entertaining part of the plot is at the end."
